Christian Horak

Christian Horak has been Ministerial Director in the Bavarian State Chancellery since July 2024, where he serves as Permanent Representative of the Head of the State Chancellery and Plenipotentiary of the Free State to the Federal Government, as well as Head of the Economic Affairs Division.
After studying law in Regensburg, Mr. Horak initially worked in the Human Resources Department of the Bavarian State Ministry of Finance and Home Affairs from July 2001. In February 2003, Mr. Horak moved to the Bavarian State Chancellery, where he worked in the “Affairs of the State Ministry of Finance and Home Affairs” department, which he took over as head in October 2006.
From 2010 onwards, he held various positions in the State Ministry of Finance and Home Affairs, including head of the office of the head of the ministry and head of the minister's office. Subsequently, Mr. Horak took on the role of personal advisor to the Bavarian Minister-President in the Bavarian State Chancellery in February 2014.
From February 2019 to May 2025, Mr. Horak was head of the “Policy Guidelines II” department, which is primarily responsible for the affairs of the Bavarian State Ministry of Economic Affairs, Regional Development, and Energy and the Bavarian State Ministry of Science and the Arts, as well as the media and film policy of the Free State.
