In contrast to the other federal states, the Bavarian Constitution stipulates that broadcasting can only be operated under public responsibility and sponsorship (Article 111a). Therefore, the Bayerische Landeszentrale für neue Medien (BLM), which was founded on April 1, 1985, is also the organizer of private radio and television programs in Bavaria. Its tasks are defined in the Bavarian Media Act (BayMG). As an institution under public law, the BLM has the right of self-government, carries out its work free of state influence and is subject to limited legal supervision by the Bavarian State Ministry of Education and Culture, Science and the Arts.
